<![CDATA[<p>PRMIA announces today the appointment of Matthew Chen as the new Co-Regional Director of the Beijing Chapter. Matthew will lead the chapter alongside current Regional Director, Chae Sing Wong and the Beijing Steering Committee. Matthew is the Vice President in China for SunGard. As Vice President, he manages sales and implementations of all SunGard’s risk solutions to banks in China. Matthew has almost 20 years of experience in Banking and Finance industry in Australia. He has a bachelor degree in Banking & Finance as well as an Accounting Degree, and is also a CPA. Matthew has also taught banking and finance subjects in universities of Australia.</p>

<p>As chapter leader Matthew and the Beijing Steering Committee plan to: <br />
a) Promote PRMIA’s market awareness via marketing events; <br />
b) Increase PRMIA’s membership in China; <br />

<![CDATA[<p>Christopher Low, Managing Director and Head of Greater China Operations at Protiviti, has been appointed Regional Director of the Shanghai chapter and Chae Sing Wong, Director at Protiviti, has been appointed Regional Director of the Beijing chapter.</p>

<p>Christopher is the founding managing director leading Protiviti&#39s Greater China practice, which has four offices located in Shanghai, Hong Kong, Beijing and Shenzhen. He has many years of experience in providing financial statements audit, internal audit, transaction services and business advisory services to a broad range of clients in various industries across Asia. Christopher also has extensive experience working on various business issues specific to the Greater China region.</p>

<p>Christopher, having started his career with Andersen Singapore, has worked at Andersen&#39s Hong Kong and Shanghai offices. Throughout a large part of his career, Christopher focused on capital market advisory, including key involvement in helping Asian enterprises list on the American, Mainland China, Hong Kong and Singapore stock exchanges, through initial public offerings or equity deals. Christopher was also part of a core team in Andersen Singapore working on the implementation and enhancement of new audit methodologies. Christopher was also actively involved in transaction advisory services as well as internal audit engagements for various domestic and multinational clients.</p>

<p>Christopher is a Certified Public Accountant (Shanghai) and a Certified Internal Auditor.  He is part of the Institute of Certified Public Accountants of Singapore and The Institute of Internal Auditors.</p>

<p>Chae Sing is a Director of Protiviti, Leader of China&#39s Financial Risk Strategy Management and ERM solutions, and Leader of China&#39s Financial Services Industry.  Chae Sing has over 16 years of working experience in managing a multitude of projects within risk management practices for various industries including banking, insurance, finance, energy, telecommunication, technology, investment, exchanges and manufacturing.  </p>

<p>Chae Sing started with a major Malaysian bank where he was instrumental in revamping the bank&#39s internal control processes and financial reporting system, and was subsequently appointed to head its investment portfolio. He joined a fund management group and led the turn around of a stock broking firm post the Asian financial crisis. Subsequently, he joined an investment bank as the head of strategic planning and risk management. 4 years later, he moved on as an Associate Director, Risk Advisory Services of KPMG where he managed multiple risk advisory projects. Throughout his career, Chae Sing focused on risk management, helping enterprises to enhance their risk management capabilities and his expertise spans over strategic assessment, process improvements, risk management and corporate governance. </p>

<p>Chae Sing is a Chartered Accountant of the Malaysia Institute of Accountants.  He is a member of the Malaysian Institute of Certified Public Accountants (MICPA), Chartered Member of the Institute of Internal Auditors Malaysia (IIAM) and an Associate Member of the Association of Certified Fraud Examiners (ACFE).</p>

<p>Plans for both chapters include encouraging and inviting key personnel within the financial and non-financial services industry to join PRMIA as active members of the Steering Committee. Organizing and managing members&#39 sharing and networking sessions as well as serving as a platform for an exchange of ideas on a regular basis.  Promoting sound risk management practices to financial services industry, State-Owned Enterprises and public listed enterprises in China.  Leverage on the knowledge and local and global network of Protiviti to facilitate the set up of PRMIA chapters in China with the aim to maximise exposure of PRMIA status / position within the risk management community of China.  Lastly, the chapter will support promotion of the PRM certification amongst risk practitioners in China.<br />

<![CDATA[<p>On the 26th July, 2007, the PRMIA Beijing Chapter organised its inaugural event – a whole day forum on operational risk management practices with an emphasis on practical aspects of implementation relevant to Chinese requirements.</p>

<p>The forum was held at and under the endorsement of the China Banking Regulatory Commission (CBRC), the Chinese regulator for banks, and was attended by an invited audience of over one hundred of those responsible for operational risk in banks in the Beijing area as well as delegates from those universities in the process of forming affiliations with PRMIA or incorporating PRMIA’s accredited risk management qualification, the PRM, in their teaching plans.</p>

<p>Four powerful speakers with international experience of implementing operational risk management practices were invited to speak:</p>

<p><strong>Jordi García Ribas</strong>, Head of Operational Risk at Banco Bilbao Vizcaya Argentaria (BBVA) and Vice Chair of the Operational Riskdata Exchange Association (ORX)</p>

<p><strong>Walter Dutschke</strong>, Head of Operational Risk Management at West LB</p>

<p><strong>Robert Verity</strong>, Operational Risk Consultant at HSBC, at previously implementation manager of operational risk processes at American Express</p>

<p><strong>Santiago Carrillo Menendez</strong>, Professor of Risk Management at the University Autonoma of Madrid (RiskLab) </p>

<p>The forum was hosted and chaired by <strong>Luo Ping</strong>, Acting Head & Deputy Director General, Training Center & International Department at the CBRC who also summarised the presentations, and was moderated by <strong>Stephen Fox</strong>, Manager for Operational Risk Solutions at Algorithmics (Australasia) and <strong>David Millar</strong>, Chief Operating Officer at PRMIA.</p>

<p>At the request of the CBRC, the forum would focus on issues relevant to the Chinese situation, i.e. how to implement operational risk across a large number of users, and can we learn from the experiences of others – and to concentrate of the Basic and Standardised Approaches to operational risk capital quantification as China would not be implementing the Advanced Measurement Approach until later.</p>

<p>The speakers followed a logical pattern: Verity described the project management criteria of developing and implementing an operational risk programme for a (Basel II) Basic/Standardised Approach; Carrillo then looked at the data collection  and data management issues encountered by a firm implementing the lower Basel II operational risk approaches; Garcia then looked at the setting up of the risks, events and losses databases and the use of external data; and Dutschke described the various possible incentives that could be used to ensure accurate data and motivated management.</p>
