About This Webinar

Over the last thirty years, the risk quantification discipline has expanded to include a range of components for which high volumes of structured data exist (market risk, credit risk, operational risk).  These efforts have helped risk managers refine the pricing and management of a range of risks using disciplined, scalable, objective data.  The “data revolution” enables market participants to convert unstructured (i.e., word-based and image-based) data from the public policy process into structured data (integers).  The possibility now exists to quantify the risk embedded in the words used by policymakers in order to assess and manage exposure to public policy risks, and anticipate outcomes. 

This webinar will evaluate different technology approaches for measuring public policy risk, highlighting their various strengths and weaknesses.  It will include case studies using real-world examples from 2019, including trade policy, Brexit policy, and cryptocurrency policy.  Key takeaways include:

  Barbara C. Matthews is Founder and CEO of BCMstrategy, Inc., a start-up company using patented technology to quantify public policy risk.  Prior to becoming a technology entrepreneur, Ms. Matthews has a distinguished career at the frontier of innovation regarding geopolitical and financial regulation policy globally.  She has had the honor of serving as the first U.S. Treasury Attache to the European Union (with the Senate-confirmed diplomatic rank of Minister-Counselor) and as Senior Counsel to the House Financial Services Committee under the leadership of Chairman Michael G. Oxley.  She was also the first Banking Advisor and Regulatory Counsel to the Institute of International Finance, Inc., where she worked directly with chief risk officers and chief executive officers and the leadership of the Basel Committee on Banking Supervision regarding derivatives regulation, cross-border supervision, and regulatory capital policy.  She has chaired meetings and delivered speeches in Asia, the GCC, Latin America, North America, and Europe.

Ms. Matthews holds a B.Sc.F.S. from Georgetown University’s School of Foreign Service as well as a J.D. and an LL.M. in Comparative and International Law from Duke University’s School of Law.   A Fellow of the Salzburg Global Seminar and a non-resident Senior Fellow at the Atlantic Council, she is a Life Member of the Council on Foreign Relations and the Bretton Woods Committee.  She has published multiple law review articles and book chapters throughout her career.  Currently, she blogs at The FinReg Blog hosted by the Global Financial Markets Center at Duke Law School, the New Atlanticist hosted by the Atlantic Council, Medium, and Disruption and Data hosted by BCMstrategy, Inc.
